This issue keeps re-appearing whenever a new version of Windows comes out, and with the pending release of the Creator's Update, I anticipate we will see it again. If you do this, keep an eye on the website for new drivers. This will prevent the Killer software from directing packets to a black-hole, and keep your Internet stable. If this doesn't solve the issue (which has happened several times in the past), you can go into your adapter properties (right-click on the network icon in the task tray), and disable the bandwidth portion (I forget the exact name).

If you are having issues, the first thing you can do (as advised by this thread) is to go and grab the most recent Killer drivers (Which will include the suite) and follow the instructions to update them. This issue doesn't seem to effect every version of the driver, but it seems to creep up quite a bit. It seem to be an issue with the packet prioritization used by the Killer suite, and the issue can be mitigated by either disabling the packet prioritization of the Killer Suite, removing the Killer Suite all-together, or when they decided to fix the software. The Killer software suite is notorious for causing packet loss under the Windows 6,X series(Windows Vista, 7, 8, 8.1, and 10).
